1 Lansing-Ishii Agreement
Американо-японское соглашение от 2 ноября 1917, которым США признавали наличие "особых интересов" Японии в Китае. Заключено в форме обмена нотами между госсекретарем США [ Secretary of State] Р. Лансингом [ Lansing, Robert] и главой специальной японской миссии в Вашингтоне К. Исией. В американской ноте выражалась также надежда, что Япония будет соблюдать принцип "открытых дверей" [ open door policy] и уважать территориальную целостность и независимость Китая. Однако китайское правительство отказалось признать его. (1864-1928) Лансинг, РобертГосударственный деятель, дипломат, видный эксперт в области международного права. Основатель (1907) и пожизненный редактор "Американского журнала международного права" [American Journal of International Law]. В 1915-20 - государственный секретарь [ Secretary of State] в администрации В. Вильсона [ Wilson, (Thomas) Woodrow], выступал за участие США в первой мировой войне. Участвовал в заключении соглашения Лансинга-Исии [ Lansing-Ishii Agreement] (1917), а также в подготовке и работе Парижской мирной конференции (1919-20), но потерял расположение Вильсона, так как не считал создание Лиги наций непременным компонентом послевоенного мира. В феврале 1920 по просьбе президента ушел в отставку, вернулся к частной адвокатской практике. Автор ряда книг, в том числе "Большая четверка и другие на мирной конференции" ["The Big Four and Others at the Peace Conference"] (1921), "Переговоры о мире" ["The Peace Negotiations"] (1921), "Заметки о суверенитете" ["Notes on Sovereignty"] (1921). истполитика "открытых дверей" (доктрина Хэя)Политика США в Китае в конце XIX - первой половине XX в., имевшая целью получить там равные с другими великими державами возможности для экономического проникновения. Провозглашена в 1899 государственным секретарем Дж. Хеем [ Hay, John Milton] в нотах правительствам Великобритании, Германии, Франции, России, Японии и Италии. Не получив их четко выраженного согласия на проведение политики "открытых дверей" и "равных возможностей", Государственный департамент [ Department of State, U.S.] все же объявил о всеобщем признании этого принципа. Однако политика раздела Китая на сферы влияния продолжалась без участия США. В 1917 при заключении соглашения Лансинга-Исии [ Lansing-Ishii Agreement] США признали "особые интересы" Японии в Китае.
